The National Human Rights Institution takes action every time the Commissioner observes violation or inadequate protection of human rights, or when it is deemed necessary to promote and cultivate in the wider society a culture of respect for the rights of vulnerable groups of population.

Human Rights are basic rights and fundamental freedoms which all humans are entitled to enjoy without fear or prohibition. These rights include civil and political rights, such as the right to life and freedom, the right to think and speak freely and the right to be treated equally before the law. Human rights include also social, cultural and economic rights such as the right to participate in social and cultural activities, to have access to health care, food, employment, education and housing. All these rights are included in the 1948, Human Rights Declaration by the UN and are listed in the European Human Rights Convention. They are also integrated in the Constitution of the Republic of Cyprus.

Within the framework of its competencies, the National Human Rights Institution can take the following actions:
    · Investigate, on its own initiative, or following the submission of a complaint matters that violate, restrict or adversely affect the human rights of individuals and file reports with its findings and recommendations.
    · Meet and deliberate regularly with non Governmental Organizations, human rights advocates and other concerned groups.
    · Participate and play an active role in meetings, gatherings and other events organized by European, National and International human rights groups.
    · Take any other action to promote and reinforce the care and respect for human rights.

At the International level, this role is assumed by the National Human Rights Institutions (NHRIs), the functioning and the operation of which is guided by the UN and pre-supposes adherence to the Paris Principles.
