Every modern state of law is framed by control mechanisms and mechanisms of accountability, transparency and balance, which are able to minimize the incidence of arbitrariness, abuse of power and civic oppression. Such a mechanism is the Office of the Commissioner for Administration and Human Rights (Ombudsman), which, in very general terms, can be described as an extra-judicial control mechanism of the wider public sector and local authorities, for the purpose of identifying maladministration or violation of human rights by public authorities’ actions. more
